Need to create a user with "help desk" properties in RHEL 7

Hi all:
Where could I find the documentation for resource limitation of a user?
I need to create a type of "help desk" user in RHEL 7, that has only the permission to change or unlock password from other users.

Thanks in advance for any help provided

best regards

Use sudo. Edit /etc/sudoers giving that user or group access to /usr/bin/passwd

Yes, sudo is a good way to do that. The settings can apply to a group, too.
Then just add or remove users to the group as their roles change.

You'll need to test your configuration to ensure that it does what you want it to do while at the same time not allowing other actions. See these resources in addition to the manual page "man sudoers"

The main thing to remember is that commands for the most part can only be whitelisted.
