Unhappy Need help with transcode


Hello everyone, great forum btw!
Here's my problem:
I'm desperately trying to convert a pal divx to an ntsc svcd. The problem is with the sound not being in synch with the video. I used the -f 29.970 option in transcode but still nothing. I've heard that i have to convert the sound to 29.970 fps too... Now how do I do that?? Somebody told me I need to convert it to 23 fps first and then "telecide" to 29.970 ... whatever that means.. I really have no clue on how to do this... so any help would be appreciated.
