thanks for reminding me to check this ... that solved my problem after multiple intalls, chmod's ... copying directories into /var/www/html/nagios ... etc.

#12 did not work for me, however restoring default security contexts via 'restorecon -Rv /usr/local/nagios' did work. Not too sure if it matters, but I also 'chown -R nagios:nagios /usr/local/nagios' as well. Finally --> enforcing and working

Edit: Forgot to mention I referenced the page: http://wiki.centos.org/HowTos/SELinux

The above post is from CentOS, it did work. Now on RHEL and post #12 worked this time.

I was getting the same error and in my case SELinux was completely disabled and no firewall but still I was getting error but if you read this error carefully it clearly say some issue with Apache then immediate i checked /var/log/httpd/error_log file and I saw some permission issue.

Below was error
"[Mon Dec 24 10:06:30.521520 2018] [authn_file:error] [pid 7343] (13)Permission denied: [client myip:54008] AH01620: Could not open password file: /usr/local/nagios/etc/htpasswd.users"

then i granted read access for other and its working now.

Ran into the same problem

Used semanage fcontext -at httpd_sys_content_t "/usr/local/nagios/share(/.*)?"
restorecon /usr/local/nagios/share
