Every time in the past that I have had poor internet speed, it turns out to be an obsolete dns server. The primary will time out and the secondary will work. You can try something like opendns and see if that improves things. Have you tried running it with cat cable vs just using wireless? There is also the possibility that you have the wrong drivers for your nic, but Linux in general has gotten pretty good at finding the right one. I too am running Linux Mint, but I have no problems with my speed. 76 mbs d/l speed, 3.8 mbs u/l speed, of course I am running a i7 with 16gb of ram too. On my laptop using wireless it is 27.95/3.71.
