While you should tell us what you have tried to resolve your problem;

The "Downloads" folder is normally created by default when you install you're Linux distribution of choice.

It's normally created in your "home" folder and therefore normally has the path of /home/Downloads

Which distribution are you using?
Have you tried anything to solve this problem? If so, what?

blueman-services is a graphical dialog for configuring local bluetooth services

from: http://manpages.ubuntu.com/manpages/...ervices.1.html

So that would have nothing to do with missing a downloads folder.

Your entire 'question' is "blueman services"....if we also read the subject line we get a little more info. Read the "How to ask a smart question" and "Question Guidelines" links.

Past that, you have two **VERY OBVIOUS** solutions:
  1. Configure blueman to use another folder
  2. MAKE the downloads folder
Pick one.
