Resolution

Your screen resolution may be set incorrectly, and the icons, start menu and taskbar are "off" the screen. Did this occur after a fresh install for the first time, or did it occur after the taskbar had appeared correctly previously?

Most often this will do the trick :

Delete the hidden folder (( config/ )) :

/home/'user'/.kde4/share/config/
.. and may be
/home/'user'/.kde/share/config/

Log out from KDE, and log in again, and a new set of
default configuration files are created automagically.
.....

i installed a fresh new system on my laptop and everything was there but i deleted the task bar thinking i could get it back and deleted teh desktop folder widget. i deleted my config folder in .kde4 and logged off and logged back in and it worked beautifully.
