and that will list all files with 123 in it. The mpg123 plugin is probably a library that XMMS uses and not an executable. You will need to find the actual mpg123 executable and install that too. I don't know, I have used ogg for ~ 1 year now and all my MP3 knowledge deteriorated quickly.
I don't know your distro, however, linux mpg123 rpm brought up this as the second link.
knmwt15000, just in case you do not know what ogg is:
