Question moving downloaded elsewhere

I'm trying to install java. The page tells me to create a dir in root. I need to know how to move the desktop file to this new folder. Tried to drag and drop; get "you don't have permission"

mkdir usr/java
cd /usr/java
apt-get install file

only the file isn't there naturally.

Hi there, I am bit hesitant to give advice as I don't know which type of Linux you are using! The one that has the reputation of not allowing you to install in the root(USR etc) is usually the PClinuxOS, but other distros will let you do it! when you ask for such assistance please make sure you specify the type of Linux you are using and the release version, so proper assistance is give, or I can ask other people that I know, who specialize in narrow areas like devices, kernel etc and give appropriate advice.
Thanking you

Using debian

oops, got ahead of myself.

this problem is quite general.
Tried using the cp commands; obviously not interpreting them right.
