My modem is connected to com4 in windows. i tried to configure modem from kde,no use.please help this newbie.

First things first.

You need to find out if it's a software modem (aka winmodem). You can find out at:

If it's listed here, you may be able to find a driver for it to work in Linux. If no driver is available (contact the company as well) then you'll have to replace it with a hardware modem.
