missing KDE panel

Hi everyone,
I just installed RedHat7.2 and it is missing KDE panel(kick). how do i go about to set one?

You should I think be able to set it up from the KDE Control Panel.

When i did reboot third time it did come up by itself. Exactly the same happen to my another PC with exact same motherboard and very similar other parts.
what a mystery is this Linux!!
