If you are using the kde desktop, you probably already have a menu edit program installed.
At terminal session type
Code:

[don@x1-6-00-0a-e6-91-be-32 don]$ kmenuedit
kmenuedit: WARNING: Could not read /home/don/.config/menus/applications-kmenuedit.menu
[don@x1-6-00-0a-e6-91-be-32 don]$

kmenuedit is on my desktop and functional despite warning

If you don't have kmenuedit try installing menudrake this way
Code:

[don@x1-6-00-0a-e6-91-be-32 don]$ su
Password:
[root@x1-6-00-0a-e6-91-be-32 don]# urpmi menudrake
Everything already installed
[root@x1-6-00-0a-e6-91-be-32 don]# exit
exit
[don@x1-6-00-0a-e6-91-be-32 don]$

Do you mean you are using Mandrake Linux 9 coz menudrake is only available on Mandrake and is installed by default so it shouldn't really be missing.
