management permission question

Hi all,
I have a question. There is a developer who want to use Mysql, apache and tomcat in the server. He said he want me to provide a permission for him.So he can easily debug and develop some apps on the server. As you know I am new in this aspect. So I need some help.Could anyone give me some suggestion?I think I should not give him the permission to run
Code:
sudo su -
Is that right?

Best regards.

RIGHT!!!!!!!!

If you give him that it is the same as giving him root login. He can then do anything he wants on the system including removing all the files.

Instead what you can do is use sudo to give him permissions to specific administrative accounts and/or utilities. For example if you want him to be able to stop/start apache you could give him sudo access to apachectl command.
