make window on top

I am using debian-squeeze with GNOME . Is there a commandline based utility to resize window & also 'stick it on top' ? in windows xp , I had cmdow (http://www.commandline.co.uk/cmdow/) which gave me handle & option to hide , maximize , remain on top etc. |
After a quick google i did come across this little crittler

i tried wmctrl
i am able to activate a window using wmctrl -l wmctrl -i -a <hexadecimal-ID> i could not make it 'always on top' I guess , it is related to 'sticky' but can't figure out how to do ? |
