make an apache user access

hi everyone.
in my company I need to make a user for everbody(some usernames) to access a main server(apache server)for uploading a file and view it but I want this user just access to one folder in apache www folder, not previous folders like / or /apache.
what can i do? thanks

We need more info...How are they uploading the file(via FTP), and how are they accessing the file?
