Maillog filling up

I am running out of room on my /var filesystem all the time because of these messages filling up the mail log.

Nov 27 09:36:01 localhost sendmail[25765]: nARGa11W025763: to=<root@topaz.recorder.pima.gov>, delay=00:00:00, xdelay=00:00:00, mailer=esmtp, pri=120929, relay=topaz.recorder.pima.gov. [xxx.xxx.xxx.xx], dsn=4.0.0, stat=Deferred: Connection refused by topaz.recorder.pima.gov.

I go into the roots mail and delete the messages and then clear out the log but I need to find out why these are being sent every few seconds.

sendmail is a big mystery to me....it normally just works.
