MAC with IP binding in squid Proxy
i have configured squid proxy in Red Hat Linux Enterprise Ver 3. i have 35 users under proxy server. Some users are frequently changing the IP address, so the others facing ip conflict in their system. So i want to restrict the users changing the IP. Is there any MAC with IP bindings in Linux Squid Proxy. If it is there, then please tell me how to configure it.

This would never be anything squid would have any interest in. Squid is a proxy, not a network security / management device... you can only stop machines changing their IP address by appropriate administrative controls on each box. Maybe if you describe the real life problems you have we can go from there.

You could use the src and arp ACLs in Squid to provide service only for specific IP/MAC combinations. But as has already been hinted at by acid_kewpie, if users are able to change their IPs then they are able to change their MACs too and there's nothing Squid can do about that.

Just run a DCHP server and assign IP addresses based on MACs.
