LTSP and NBD server woes on Buster & Ubuntu 18.04

I have tried the last couple days to migrate either to Debian Buster or Ubuntu 18.04 LTS on my main home server. I rely on LTSP for my remote media centers. Both give me the same problems. I have tried both the official ubuntu packages, and or the ltsp ppa.

When I boot any of my pxe machines they load, go through part of the boot process. Then they error out saying the NBD connection timed out. Goes on about failing to find or mount the squashfs. Lines on lines of errors. This is from the syslog of the server.

Code:
Jan 22 12:09:25 megalith nbd_server[22985]: Spawned a child processJan 22 12:09:25 megalith nbd_server[26672]: virtstyle ipliteral
Jan 22 12:09:25 megalith nbd_server[26672]: connect from 192.168.1.40, assigned file is /opt/ltsp/images/main.img
Jan 22 12:09:25 megalith nbd_server[26672]: Can't open authorization file /etc/ltsp/nbd-server.allow (No such file or directory).
Jan 22 12:09:25 megalith nbd_server[26672]: Size of exported file/device is 680091648
Jan 22 12:09:25 megalith nbd_server[26672]: Starting to serve
Jan 22 12:09:26 megalith nbd_server[22985]: Spawned a child process
Jan 22 12:09:26 megalith nbd_server[26678]: virtstyle ipliteral
Jan 22 12:09:26 megalith nbd_server[26678]: connect from 192.168.1.40, assigned file is /tmp/nbd-swap/192.168.1.40
Jan 22 12:09:26 megalith nbd_server[26678]: Can't open authorization file /etc/ltsp/nbd-server.allow (No such file or directory).
Jan 22 12:09:26 megalith nbd_server[26678]: Size of exported file/device is 536870912
Jan 22 12:09:26 megalith nbd_server[26678]: Starting to serve
I have compared the above with my current working 16.04 installation, everything is the same except the size of the device. I can rule out the non existent nbd-server.allow file as I don't have it on my 16.04 and everything is working fine.

I just rebooted to 16.04 for the time being until I can address this. This problem is holding me back from upgrading at the moment. I will continue tests with an lxd container serving the images and see what comes up. Hoping for a response. I'm stumped thus far.
