What distro?
What version?
Is it fully updated?
Have you checked your firewall and verified it allows mysql connections?
Have you read the documentation and gone through your config as the error message says?
Code:
A link to the SQL server could not be established. Please check your configuration.

You need to provide more information, is this a local or remote MySQL server? If it's remote then you need to ensure that the MySQL daemon is configured to listen on the relevant network interface. At some point MySQL defaulted to only listen on localhost/127.0.0.1 rather than all interfaces so you may need a bind-address directive in your my.cnf

PHP 7.what?

There is no such version as MySQL 5.3 - it jumped from 5.1 to 5.5, and neither of those are still maintained.

And if this is a MySQL issue, the full version number is even more relevant.

Are you saying everything had been working fine, then something changed and it stopped working?

If so, and you didn't make that change, check relevant log files for clues as to what it might have been.

Clearly, the initial connection-request packet isn't getting through.

Please help us solve your problem.
  • First, show us the relevant portions of the configuration file(s).
  • Then, describe to us what you think your network configuration looks like.
  • Also, reassure us that you've already used tools like ping and tell us anything about (e.g.) firewall rules and so on.

Without these things, "we're just as clueless right now as you are."
