Log in to a console (either using the menu, or pressing CTRL-ALT-F3) as root, then type
adduser <username>
where <username> is the new login account name. Then just follow the prompts.

When you boot up Kubuntu, press ctrl+alt+F1 to get a text login screen. Enter username "root" and the root password. Now type:
adduser dancullen
Where "dancullen" is your user name. Answer the questions and set your user name password. Hit ctrl+alt+F7 to go back to the graphical login. You can now enter your new user name and password.

If you see an error message about sound, you may need to add the user to the audio group so that sound can be played. You can open the program "kuser" to manage groups.
