Locked folders in fedora

hi ,, i am trying to install a pathrate.tar.gz application.. well when i untar this .. i get a folder which has a lock sign over it .and i am not able to delete this folder either..sometimes the folder isn't locked but some of the files in the folder are..
so how do i change this .??

the commands 'chmod' 'chown' and 'chgrp' are what you are looking for
