How not to ask a Sucky question....
What OS/Desktop?
Why do we have to beat it out of people?

Reason: xfconf-query -c xfce4-session -np '/shutdown/ShowHibernate' \ -t 'bool' -s 'false'

Sorry, I only have some Xfce hacks.
Short glance through some google.fu suggests polkit solution?
IDK if Debian 8.6 / MATE has a polkit package and if so, is it installed, and if so...
https://wiki.debian.org/Mate seems like where I might start.

I guess it exist and installed by default:
Code:
The mate-polkit package provides a D-Bus session bus service that is used to
bring up authentication dialogs used for obtaining privileges.
This package contains the MATE policy kit authentication agent.
