Localization in WSN

Hello,
I want to implement a localization's algorithm with ns2.34.It is based on RSSI measurement.
In my simulation, i used SMAC and Rumor Routing.
I have many questions:

1- In witch layer should I implement my algorithm?
mac , routing ? application ?
1- Should I write the algorithm separately with C++ ?
or integrate it for exemple in smac.cc.
2- How can I recuperate RSSI measurement with ns2.34?
