local yum repository

i need to write a how-to of setting up and using a local yum repository in fedora 9 any advice or things i need to know

Look into createrepo

If its like my F8 system, use Applications->Add/Remove SW->Edit->Repos

Not 100% sure here, but I don't think that you can with the [silly] new package manager. Go figure.
