I've seen this before but on Mint.
Software Sources is actually a separate program which is called by Lite Software.
When you open Lite Software, it puts a lock on a directory in your system that deals with packages, to say that only Lite Software should have access. This avoids multiple packages accessing the package database at the same time and causing problems.
When you click through to Software Sources from Lite Software, it opens the Software Sources program which then tries to access that directory but can't because of the lock, hence the error message you received.
A workaround is to launch Software Sources separately without having Lite Software open when you want to change your software sources.
You can launch it with gksudo software-sources or, if the Linux Lite menu has it, (double-)clicking on the link to the Software Sources application.
