Linux vs. Windows: process handling

I've heard that UNIX/Linux has an advantage over Windows in terms of starting processes, that you can start more quicker and it is more stable.

Even Windows 2003 apparently does not really correct this.

Can anyone elaborate a bit on this, why it is the case, what the differences in process architecture is between the two systems?

the easy answer would be: `micro-soft has, as always, malengineered their software', but I guess it doesn't have the depth you want.

Also, newer versions of w32 have tried to remedy this by preloading a lot of libraries, which of course leads to massive memory usage.

But since I don't have a deep enough understanding of either kernel, I ultimately must draw an 040 here.
