I want to reinstall Linux mint 17 I need instructions

You can find a nice (graphical) set of instructions here. Also, you might want to remove your email address from your post lest your email inbox ends up with a boatload of SPAM in the very near future.
You're welcome SG. I find LM17.3 it to be rock solid. LM 18 is due out soon but if you are to use that, I'd recommend waiting for Linux Mint 18.1 (the point release should have sorted any new issues).
When you boot to most common linux cd/dvb/usb you get a way to install. That installer program usually works OK but you have to be careful. In your case, the installer may notice that you had linux on it and refuse to easily load a new version over the existing. You may need to delete what you have, may even have to reboot then are start installer again.
In any case, be sure you know what you are loading to or deleting.
