linux mail server cannot receive messages

shouldn't it be /usr/bin/svscan instead of /usr/sbin....

sorry my mistake typing the /usr/bin/svscan give me the following message

svscan: fatal: unable to chdir to restart: file does not exist

whereis svscan i got this:

svscan: /usr/bin/svscan /usr/share/man/man8/svscan.8.gz

and "which svscan" i got this;

/usr/bin/svscan

by the there is an error after sending the email message

"MAILER-DAEMON@yahoo.com" <MAILER-DAEMON@yahoo.com>"

222.222.222.222 failed after I sent the message.
Remote host said: 451 mail server temporarily rejected message (#4.3.0)
I'm not going to try again; this message has been in the queue too long.
