What do you mean with Linux program? Programs that run on Linux? Or different distributions?
If you mean distributions then there is only one person that can answer that question. For me it is Slackware, for others it may be Debian, Arch, Gentoo, Ubuntu, PCLinuxOS, Fedora, openSuse, ... .
It is up to you to try some and decide which is the best for you.

Same. I've bookmarked the profile and will be checking on its activities regularly.

In the interest of assuming innocence and providing a helpful answer, the answer is: "this question is not answerable. 'best' needs to be narrowed down to 'best for what purpose', and 'latest' (which is usually taken to mean 'most recently updated') changes too fast to keep track of."

Smart alec answer- 'Linux' is just the kernel, and the latest linux kernel is 3.0.4.
