Linux-ha fail-over httpd


I am trying to set up 2 node cluster for httpd high availability, Is Linux-ha fail-over httpd with VIP?

ha.cf
Code:
debugfile /var/log/ha-debug
logfile	/var/log/ha-log
logfacility	local0
keepalive 2
deadtime 30
warntime 10
initdead 120
ucast eth2 nodeA
ucast eth2 nodeB
auto_failback off
node nodeA
node nodeB
ping 10.2.2.1
respawn hacluster /usr/lib64/heartbeat/ipfail
apiauth ipfail gid=haclient uid=hacluster
haresources
Code:
nodeA IPaddr::10.2.2.50/24/eth2 httpd
when I restart the heartbeat or reboot the system, httpd services and VIP fall-back to the another node but when I stop httpd service its not fall-back to the another node.
Any idea? what missing on this configuration?
I could remember that I achieved this using ultra-monkey years before.

can I achieve this task without pacemaker?

Hi Guys,
Any better solution for 2 nodes high availability for httpd + VIP fail-over??
