Question Linux FTP & Telnet Not working after Apache load

I loaded the Apache software (1.3.9) succesfully last night but then was unable to FTP / Telnet into my server. I shutdown and restarted but still was unable to. Both FTP & Telnet worked before Apache was loaded. I'm running Linux 7.0 (32mb of memory... upgrading to 128 tonight). It seems as if it FTP see's the server but doesn't complete the connection...
