Linux for special Windows emulating

Hello!
I want to use Windows apps on Linux with Play on linux and WINE but i don't want to download them. Is there any special distro for it? With PlayonLinux, WINE and maybe VirtualBox and what GUI it uses?

How are you planning on playing a game without downloading it?
What exactly do you mean?

I use Play On Linux and it works fine for me, even though it's not recommended to use Wine generally..

I just want to use Linux from USB flash drive as Live USB and use games from HDD.

Hm. I'm fairly sure this is not possible(without knowing the exact reason).
Besides, your distro would require access to the 'root' of the windows drive and I think it would break in a million different ways.

The Wine game I play(World of Warships) is also not stable and basically doesn't run above 30 FPS(on windows this was 60).
