Yes.
Linux has a firewall sub-system called iptables which is part of Kernel 2.4

You can take a look at the documentation and tutorials on Netfilter / iptables

Does it ever Depending on your kernel version you can use IPCHAINS or IPTABLES. IPTABLES are the latest and a lot easier to configure from what I hear.

You will probably find several hits if you search LQ for IPCHAINS. Also you probably want to take a look at the Linux Security forum.

you can mess up with iptables that already includes in your linux, but you can use shorewall too, google will help you to find the shorewall.
