I think that's going to depend on the desktop environment you are currently running with linux. Some desktop environments have up to date links that are preinstalled within a that environment that will direct you to any applications you may want.

The best thing is to use the package management system that comes with the distro you are using.

Add the distro you are using to your profile and read the docs that are available for it.

A package manager is the best way to install the applications. But in case you do not have some applications available in your repositories, then next best thing is to look at the home page for the application. If you are talking about the open source applications then freshmeat and sourceforge are also good places to look into.
