I have never tried to blacklist any package.

I'm of the opinion that it's designed to prevent updates to an old version of a package.
If you are running a unstable system (not Mint) you might find that blacklisting numerous updates that make certain programs fail could be useful.

Solution Decided

I have decided to not deal with this problem and wait for version 20 to be released for install in a couple a months. Not sure how, but I consider this thread closed and the problem solved. Thank you for your help and patience. Fred
