kppp unable to connect to internet Motorola modem

Motorola internal modem SM56 PCI does not gets connected to internet through kppp, it detects the modem and says initializing modem but never get connected i m using Red hat 9, Kernelversion is 2.4.20-8 , modem works fine with Win 98.
