A common user will certainly not be able to mess up with root processes. Listing processes depends on the login shell. Hosted servers sometimes provide chrooted shells with a very limited choice of tools. If tools like 'ps' are not available to the login account, then even listing system processes will not be possible.

To avoid that users can run such tools, you can move these tools as root to the /sbin directory. For example: 'ps' is located in /bin, by moving it to /sbin only root will be able to use it.

If that user is a member of sudoers or can su to root then he could be able to see/kill certain process started by root.
