What is your current kernel version? If your running 2.6.5 you can use the 2.6.6 patch. If its an earlier version, your probably better off just downloading the whole kernel.
And if your using a default Mandrake kernel, might be better off getting their patch or their kernel they release, etc.
And just for your information on patching, you patch the file by doing this:
cd /usr/src
patch -p0 < patch-2.6.6
But you have to do them in order like I mentioned, you'd have to have kernel 2.6.5 in order for the 2.6.6 patch to patch properly..
Like for instance you have 2.6.3 installed.. and you want to patch up to 2.6.6.. you'd have to patch:
2.6.4
2.6.5
and then 2.6.6... and then recompile your kernel to configure, etc.
