This error is caused by another error. Please provide us with the error that happened before this one.

I tried to install gstreamer in my ARM board. for that i compiled all the gstreamer and plugin files and i copied all the libraries in my ARM board. after that when i try to run gst-inspect-0.10 i got the error as "segmentation fault". After that i restarted my board.by that i struck in this error as kernel panic. please help me how to overcome with this error without reinstalling the kernel.

Did you see any other error before that?

You need to chroot to the file system used by your arm board and type the command I suggested.
I can not guarantee it will work, but chances are that it will.
