KDE-Config; where is it?


I'm brand new to Linux. I installed Ubuntu 7.04 today on dual boot with my Windows XP. The first thing I wanted to install was ktorrent and when I tried to install it I got the message about how kde-config file was missing and so it couldn't install the program. I am completely new to linux so please help me in as much detail as possible.

apt-get install ktorrent

and if you see any error

which directory do you want me to do this from? From the ktorrent directory after I've decompressed the tar.gz file?

Either way I get this error message after "apt-get update"
E: Could not open lock file /var/lib/apt/lists/lock - open (13 Permission denied)
E: Unable to lock the list directory

yeah, I tried it and got the error message above.

E: Could not open lock file /var/lib/apt/lists/lock - open (13 Permission denied)
E: Unable to lock the list directory

sudo apt-get update

sudo apt-get install ktorrent
