KDE - Changing App Links and Menus

While overall I am thrilled with KDE, I am having two issues:

1) When logged in as a user, I can add an application link to the desktop, but only root has permissions to make changes to the link

2) Is there a way to add an application link to the menu / desktop of all users (I assume from root somehow)?
