The good news is you found one of the places to download the rpm files, the bad news is that you will need ALL the packages except for the ones that have "-devel-" in the middle of the file name. But that's not such bad news

this Mandrake site for some install instructions. There are other instructions available if for some reason these don't work. I know that I ended up using rpm, not urpmi.
As you install, you will encounter some dependencies (ya gotta love RPM), but the packages are all on your Mandrake 8.2 CDs. Some are a little difficult to figure out, for instance when I was trying to install the nsplugins package, it kept demanding that libXm.so.2 be installed first. I finally found that file in the lesstif- ... package. You may or may not encounter the specific deps that my install had.
Now that I have KDE 3.0, I won't go back
