Java 2 JRE RPM bin file execution

I just downloaded the Java 2 JRE 1.4.1 version from sun as an rpm.bin file. When I try to run it at the command prompt, I get a "Permission Denied" error. What does this mean? I am logged in as root.

If I double click on the file it just opens a text document with the license agreement and some code.

How do I execute and install this thing?

chmod 770 jre1.4.whatever

./jre1.4.whatever

I've had a similar problem, except that my Fedora Core 5 distro says that the .bin package might harm my system.
