Question Is there such thing as a Preferred Repo for RHEL/CentOS distros?

Can't remember where I saw this or read this, however what I read seem to suggest that there was a way to setup a Preferred Repo for a yum repo for RHEL/CentOS based distros.

I don't recall seeing anything when you build a repo under /etc/yum.repos
nor under /etc/yum.conf.

Does anyone know about this?

I think you may mean the priorities system. You can prevent a repository from installing anything that's in another one with a lower priority number, so that the base system never gets overwritten: essential!
