Yes. you can change it under user preferences in the menu. Go to icons and there should be an option to change the size. May have to change the desktop and menu icons independently, but I think it changes them all at once.

No problem.

1024x768 on a 19" monitor

I would recommend checking the manual on your monitor to see what your max res. is before changing it.
