Is there a way to refresh the wireless network (Enable/disable) ?

I would like to know if there is a way to refresh the settings for a wireless network

Now i have to manually refresh the network using the Enable Wireless(Ubuntu 12.04) option each and evrytime to shift back and forth between MONITOR MODE and MANAGED MODE(to set the channel)

Is there any command to do refresh it?
I have tried commands

ifconfig wlan0 down
ifconfig wlan0 up

iwconfig cannot be used with down and ther lies my problem

The problem is that i have to refresh the network so that the settings are set.
