That is generally correct. 20 GB for "/" will bring problems (not unsurmountable) with 40 GB you are on the secure side. One can configure btrfs (or is it YAST or snapper -> /etc/snapper/configs/* ... not quite sure right now) and adjust the number of snapshots. After that, btrfs works like a charm...
