Find out which program is managing resolve
Code:
$ ls -al /etc/resolve.conf
In the returned link in /var/run, part of the path will be the service running resolve. If it's systemd-resolved, check that service
Code:
systemctl status systemd-resolved
Enable and start the service if necessary. If it's network-manager, use that to manage your connections. You might actually have 2 services managing resolve. If so, disable one of them and stop it. Then, verify resolv.conf points to the right file.

can you just check the output below and tell me which service is running resolve?
the writing of /etc/resolv.conf appear in light blue (why?)
