Is it possible in Vim to create and use the command aliases for other localizations?
 

Vim is the very convenient text editor for those, who writes english text. But it is very unconvenient for non english languages, for example - russian, because user is forsed very often to switch russian keyboard layout to english and back (because in Vim the commands are to be on english).

I would say it is definitely possible, probably you mean mappings.
