It depends who you ask.

But seriously, it depends who you ask, it depends what you mean by best, it depends on exactly what you want to back up.

I'm aware that's not a very helpful answer but you need to give more details. Your question as it stands is a bit like asking "Is chocolate the best flavour ice cream?"

Nah, this question is more like asking "what is the best food?" Well, that depends on whether you are recovering from the flu, getting ready to run a marathon, bulking up for Mr. Universe, slimming down, trying to stay healthy while studying for exams, . . .

Same way with backups. If you have a network of servers with a central storage system or tape drive, and you want regular full and incremental backups, then Amanda is one of the best solutions. If you have a single Mac with an external drive, then the path of least resistance is Time Machine. If you have a Linux system you have tweaked just so, and you want to back up your base configuration, then you want some kind of disk imaging. If you're worried about your house burning down, you want cloud backup. Etc.
