IPCop BOT does not block anything

After installing BOT everything was blocked when I enabled BOT.
After trying out some rules I can't block anything anymore.
What have I done wrong?
I have tried to remove all rules but still I have full access to Internet.
Is there a IPCop BOT for Dummies to buy or something similar on Internet?
